The papers owners George H. Moore and Peter O. Cherbonnier were arrested August 23, 1862, as was Charles E. Tarr, who became the owner of the Journal after 1866, and imprisoned in Fort McHenry. Publication of the paper was probably suspended for some time. After the Civil War, Gullett continued as the editor of the paper

Despite its name, the paper was not a Whig Party supporter. The name had been chosen to honor the “Whigs”, or patriots, during the Revolutionary War. The paper supported the radical wing of the Democratic Party. The paper had been initially launched to support Andrew Jackson for president against John Quincy Adams.
