Meanwhile: |
The Sugar Act is passed by the English Parliament to offset the war debt brought on by the French and Indian War and to help pay for the expenses of running the colonies and newly acquired territories. It was not a new tax but a revision to a customs duty implemented in 1733 to prevent trade with the French West Indies. The colonists until now had simply evaded it through smuggling. The Sugar Act actually reduced the duty by half. The difference was that this time mechanisms were put in place to collect the duty and American shippers faced having actually to pay it. |

In
March, the English Parliament passes the Stamp Act, imposing the first tax
designed to specifically raise revenue (to offset the high costs of the
British military organization in America.) Previous royal and Parliamentary
taxes had been designed to influence trade. All taxes to raise revenue had
come from local assemblies and gone into local coffers. Additionally the
money would be used to pay the salaries of royal officials in the colonies,
making them more independent of the colonial assemblies. |

With the repeal of the Stamp Act, Britain still needed money. Since the Americans objected to internal taxes like the stamp duties, Prime Minister Charles Townshend proposed import duties on glass, lead, paints, paper, and tea similar to those on sugar and molasses. At considerable loss to themselves, merchants in one port after another agreed not to import British goods - not just items subject to duties but a broad range of other goods. By 1769 only New Hampshire merchants had failed to enter a nonimportation pact. After American imports had fallen by nearly a third, London took notice. With a new Prime Minister, Lord North, the Townshend Duties were repealed in 1770. This time, Parliament's desire to continue to assert that they still retained, in principle at least, the right to any legislative action (including taxes) took the form of keeping the duty on tea. Americans still objected but did not keep up the total boycott on British goods. Merchants resumed trade with Britain, except for the importation of tea. |

Washington presented a set of resolutions written by George Mason to the
Virginia House of Burgesses, although Patrick Henry was one of its major
proponents. The Virginia Resolves opposed taxation, stating that only
Virginians can tax Virginians. A slim majority adopted the less inflammatory
resolves, but all of the Resolves were adopted, first by Rhode Island, and
then by most of the other colonies. From the Virginia Resolves came the
mantra "taxation without representation" |
